The purpose of this story is to define in code the bulk of the upcoming metric definitions specified in the project design doc. This means that the upcoming tasks to emit the metrics in MongoD and MongoS will be somewhat streamlined while also reducing the volume of code reviews for the N&O team and the total number of reviewers on the subsequent reviews, which will be scoped within the query teams.
