https://jira.mongodb.org/browse/SERVER-128486 was reverted (https://github.com/10gen/mongo/pull/56868) last week due to s2n-tls related build failures and an s2n-tls related FIPS runtime error (incompatible OpenSSL libcrypto version).
The build issues were addressed by splitting build variants in https://github.com/10gen/mongo/pull/56839, and the FIPS runtime issue was addressed by disabling socket handoff in such scenarios: https://github.com/10gen/mongo/pull/56925
"Unrevert" the server handoff code, including the FIPS fix mentioned above.
