SERVER-115714 added an optimization that attempts to continue with the multiplanner instead of switching to CBR when it appears less costly. However the logic assumes that the remaining number of works for a plan cannot exceed the number of documents in the collection, which is not always true when there are arrays and operations which refer to them.
