      Part of the post-merge review queue (epic DEVPROD-36307). Phase 1, Task 1.

      Add a single-line JSON blob (marker POST_MERGE_REVIEW_JSON) to the pr-approval-recency GitHub Action's run logs, including org/repo/pr_number/reason/result/needs_review/merged_at/head_sha/approval_sha and the list of post-approval changed file paths, so the codeowners-service worker can parse it.
