A migration may fail if the recipient fails to enter the critical section in a timely manner. The chunks.js helper acknowledges this, but only expects it to fail on a slow build or a stepdown suite. However, it's also possible for it to fail if a checked out session is killed, which appears to be happening more often after SERVER-126372. Tests should generally tolerate this error.
