Move all $traceCtx references over to the TraceContextSection IDL type.

      There are a few call sites that still convert the $traceCtx directly to BSON through the `TelemetryContextSerializer`.  It is desired to removed `TelemetryContextSerializer` and move all those call sites to the IDL version.
