Add test for changing QEMP IFR flags at runtime, and checking interactions with plan cache

      Currently, we do not test that the QEMP IFR flags can change at runtime successfully. These flags may have unexpected interactions with the plan cache. We should add testing for this and target the plan cache and general query correctness
