IngressRequestRateLimiter should pause workingTime measurement during queueing

      The IngressRequestRateLimiter currently does not pause the "working time" timer during queueing, causing that measurement to be misleading. We should pause this timer so that the server reports the amount of time a request actually spent doing work in the system.
