For resmoke test kinds `sdam_json_test` and `server_selection_json_test`, check for the test binary on the `PATH` if it is not in the install directory (or install directory is not set).

Resmoke does not get an explicit install dir when run by the bazel rules for `resmoke_suite_test`.
