2.6 prevents creation of new 2d/hashed/haystack indexes in some cases

      In the event that a user upgrades an existing server to 2.6 and has already created "bad" indexes in 2.2, it will prevent them from creating new good indexes in 2.6.

      This was allowed in 2.4 and we want to preserve this in 2.6.
