CheckMetadataConsistency runs on secondaries in the test infrastructure, but not in production. To control its behavior, we have introduced the undocumented parameter _checkSecondariesMode. This ticket is to consider to expose the functionality publicly and document the new parameter (after renaming it without a leading underscore).
