Because of ~~SERVER-13077~~ and the fact that the ports are hard coded in the ShardingTest helper (https://github.com/mongodb/mongo/blob/r2.6.0-rc1/src/mongo/shell/shardingtest.js#L228), there cannot be more than one ShardingTest cluster running at a time if the shards are replica sets.
