query_settings_knob_validation_pbt.js fails in passthrough_with_config_shard suites.

In config shard topologies the config database lives on a regular (non-config) shard, so the query knobs randomly generated by the test and applied via runWithParamsAllNonConfigNodes also get applied to the config database. Some knob combinations make internal queries against the config collections (e.g. the config.chunks lookup driving catalog cache refresh / listShards) time out in the planning phase with MaxTimeMSExpired. When the helper then tries to restore the original knob values it re-queries the config database to enumerate nodes, and that query hangs, wedging the test.

Fix: tag the test config_shard_incompatible so it is excluded from config shard suites.
