This PR introduces the concept of `initialise()` in the `LogServerRunner` interface. The standby path is opted out on purpose due to its internal states being highly coupled with its loop. They will be submitted together with `initialise()` and a small `run()` such that we don't have a `Context` with 10+ fields.
