Stop reporting oplog replicated size and count until size-based truncation is used by default

      The current default, time-based oplog truncation, does not report its size and count deltas in the oplog entry. This is not compatible with the design of tracking oplog collection's size and count. Since the path will be removed and replaced by the new truncation mechanism that reports size and count deltas, we'll temporarily stop reporting oplog collection's size and count.
