Investigate whether we should add a sharding-focused whole-db passthrough suite for tests under jstests/sharding/query/change_streams/ to improve symmetry with existing change stream passthrough coverage and increase test coverage for DB-level and cluster-level change stream behavior in sharded environments.

We do not currently have a clear whole-db or whole-cluster passthrough equivalent for the sharding-specific change stream tests under jstests/sharding/query/change_streams/.

In the short term, individual tests can likely be run in collection/DB/cluster modes via a loop. Longer term, it may be worthwhile to introduce a dedicated suite if it provides meaningful additional coverage and maintenance cost is acceptable.
