Currently the only test suites that run in auth passthrough mode are aggregation, failpoints, js, mongosTest, replicasets, replication, and sharding.
We should be able to run all suites in auth passthrough, including (but not necessarily limited to): tool, durability, disk, slowNightly, slowWeekly, etc.

This will involve a combination of changes to the test framework as well as changes to the tests to avoid race conditions exposed by running the test in auth passthrough mode
