Setting `local_files_include_filter_prefix` allows the Evergreen agent to walk only that directory, rather than the entire task's working directory. It eliminates the possibility of the directory traversal failing due to permission issues in directories unrelated to the specific `s3.put`.

Removes the unused `"upload bazel test logs"`.
