PALI needs this so we can define software components which depend on this interface and not the entire LSM.

Since we are splitting out this interface, it makes sense to move ownership to the repl-side since it is an interface to their code.

We also inline the dependency the interface has on the checkpoint manager, since it only needed the timestamp field of that struct.
