Since it's creation, the `core_high_yielding` was running the regular `core` suite, making an exact duplicate of `jsCore`.

Updates the task to use the correct suite, configures it to the more reasonable `"default"` categorization, and adds a `resmoke_suite_test` bazel target for it.
