Add tassert to ensure FCV when resharding commits is same as FCV at start (or is upgrading/downgrading from start FCV)

      Resharding has invariant that it can not commit across an FCV transition. We should add a tassert to ensure that FCV at commit time is the same as the FCV at start or upgrading/downgrading from start FCV. 

      After SERVER-131381 the tassert can be strengthened to verify FCV at commit exactly equals FCV at start.
