      This is the first PR that touches the main standby loop. This PR migrates the initial reconnection path called just before `_standbyLoop` is run. This makes `_reconnectAsSecondary` obsolete in LSM. The method will be removed in the next PR and to migrate related unit tests over to standby runner impl.
