See SERVER-132239, which handled the narrow and common case of IWYU pragma lines. We fixed those (did one pass at fixing the existing cases anyway), but we have a lot more such cases interfering with reordering. Included among these are commented out include statements, TODO comments, and just perhaps longer commentary about why an include is there, that didn't fit on one line.
