Allow analyze for timeseries collections

      At the time `analyze` was implemented, samplingCE did not support costing queries on timeseries collections. As of 9.0 timeseries is supported by CBR, so we should allow persisting samples for timeseries collections with `analyze`. Also consider whether a follow-up ticket needs to be created for the $persistedStats stage to read timeseries samples correctly, depending on if they're persisted as raw bucket docs or not.
