Add totalTimeQueuedMicros metric to RateLimiter stats

      RateLimiter currently only reports a server-computed average for queue duration. This is inconsistent with other queues in the system and restricts external dashboards from computing their own view of point-in-time metrics for queue time. We should introduce this metric to RateLimiter so that any RateLimiter-wrapping type will also receive this metric.
