The global RamLog is constructed here before startup parameters are applied. Hence it always gets constructed with the default maxLines and maxSizeBytes limits, which won't change afterwards even if the global variables are modified. The ramlog_options jstest only asserts that the server parameter values can be written and read, but not that they are enforced.
