Fixes the existing failures when testing //jstests/suites/test-infrastructure:resmoke_end2end_tests.

This mainly includes adding `filegroup`s so the test can mount all necessary files in it's runfiles.

Also adds a helper to all tests that sets up `.resmoke_mongo_version.yml` in the expected location, and a few other minor fixes to make the tests immune to differences in expanions/environment variables when running via bazel.
