Running bazel format by hand or through a skill is currently likely to hit a snag and take a very long time to do a lot of unuseful work - formatting thousands of logfiles or other artifacts. This slows agent and developer productivity significantly on every ticket.

Make the --file argument more robust so that it accepts a comma or newline separated list of files.
