The EgressResponseRateLimiter introduces a new rate limiter on the egress write path for responses which incurs additional instructions that are showing up as a performance regression in our operation_rejections_locust workload. This ticket tracks the work to put the feature behind a default-disabled server parameter, so that we can pay that cost when we decide its worth it.
