Improve CheckMetadataConsistency to also check metadata for non-existing databases

      Currently, CheckMetadataConsistency running in "cluster-level" mode only checks the metadata for databases that exist. Non-existing databases are never checked, and this CMC would never detect a situation where a shard has incorrect (stale, garbage) metadata about them.
