Make add_shard_block_setFCV.js a no passthrough test

      This test relies on failpoints being set and waited for and also uses addShard in an FCV where is is not a coordinator. Thus, it is not resilient to step downs. This test is better suited for being a no passthrough test than a passthrough/sharding test.
