jstests/noPassthrough/query has 144 top-level test files. Its OWNERS.yml is a catch-all to 10gen/query plus ~28 per-file filters, so ~115 files route review requests to the whole query org, and new files land on the catch-all by default.

Move the top-level files into team-owned subdirectories (query-execution, query-optimization, query-integration, or an existing topic subdir such as timeseries), add OWNERS.yml to the 7 topic subdirs that have none (agg, equality, group, joins, lookup, out_merge, server_status), and prune the per-file filters from the root OWNERS.yml. After this, review requests route to the owning team and new files inherit ownership from their directory.
