Currently, a repeated blockReplicaSetWrites command with enabled: true rejects a different allowDeletions value, requiring operators to disable and re-enable the block. That temporarily permits writes.
As part of this ticket, we have to allow an active block to update only allowDeletions when the request uses the existing reason.
