autoCompact is node-local and allowed on secondaries. Replica set write blocking only pauses it in the blockReplicaSetWrites command path, which is primary-only. 

Secondaries apply config.replica_set_writes_critical_section through the ReplicaSetWriteBlockOpObserver and update in-memory write/deletion flags, but they never pause auto-compaction.

As part of this ticket, we need to 1) pause node-local auto-compaction on every replica-set member when the durable replica-set write-block policy changes, and 2) while primaries need to retry, secondaries have to pause auto-compaction best-effort.
