An in-place allowDeletions update commits the new policy to config.replica_set_writes_critical_section and applies it in memory. On rollback, the document reverts, but memory can stay on the rolled-back policy. 
As part of this ticket, we should recover replica set write blocking from the durable document on rollback of config.replica_set_writes_critical_section, including restoring the previous allowDeletions policy.
