Move Remote Bazel Execution Container Updating into CI

      Currently we update our Bazel Remote Execution containers by running this script on someone's laptop. We should do this as a task in Evergreen or other CI instead, so that it is automated and consistent. Ideally we should also do this as a single task host since it is security sensitive and tied into supply chain issues.

      We'll also need to figure out how we want to update https://github.com/10gen/mongo/blob/master/bazel/platforms/remote_execution_containers.bzl
