We want to add an otel metric to measure RSM ping times and add attributes to it to report stats for each host. Since we have to know each attribute at compile time, we will have to use a placeholder rather than the host address as the attribute name. One option is to define a range of numbers as the attributes and dynamically assign a host to one of the numbers. 

This should work for the time being until SERVER-121629 is completed.
