Add Antonio Fuschetto and Josef Ahmad to block-on-red CAR notifications

      Update the block-on-red configuration in etc/code_lockdown.yml to add the following users to the Catalog and Routing team's slack_tags:

      • Antonio Fuschetto (antonio.fuschetto@mongodb.com)
      • Josef Ahmad (josef.ahmad@mongodb.com)

      This follows SERVER-134105 and its linked PR #61783, which reorganized the block-on-red group and team structure. The subsequent PR #61892 kept Catalog and Routing under Online Transaction Processing.

      The goal is to ensure that Antonio and Josef receive the CAR team's block-on-red notifications when the team exceeds its build-failure quota.
