BF-38612 has seen a few cases where we're unable to dump threads and they show up as missing thread ids. Since this is a possible case, log when it occurs and check that all TIDs are accounted for between the reported and missing tids.

Until we have more info about the failure scenario, will keep the test asserting no missing tids.
