Add debug assertion that ensures no oplog entries have been lost during sharding recovery

      To better provide assurances in the authoritative shards project we want to ensure that no oplog entries are missed between the timestamp read and the time we drain and apply all remaining oplog entries.

      This may be an expensive check so it should be a test-only/debug-only check.
