Report currently set rate limit metric in all rate limiters

      Currently, there is no way to tell what the current configured rate limit is for a given rate limiter besides invoking getParameter. We should report this alongside the other metrics for the rate limiter so it's easily visible in FTDC and our dashboards.

      We should implement this metric in RateLimiter itself so that all rate limiters get it automatically.
