Stub missing test results before attach.results

      Part 2/3 of #62317, split for easy revert.

      attach.results has no optional param and rejects an empty report, so post_error_fails_task (part 3) would fail every task that produces no results. Adds a stub missing test results step that writes a placeholder skip result when the report is empty.
