      As part of this ticket, we will no more resume auto-compaction when allowDeletions transition from false to true.  Auto-compaction will be only paused when allowDeletions transition from true to {{false. }}Therefore, we can stop persisting the auto-compaction state when auto-compaction is paused because RSWB is enabled.
