Remove multiversion exclusion for PBRT regression check

      The changes for SERVER-134795 introduce a PBRT regression check in file jstests/libs/query/change_stream_util.js. This check is only enabled when the test is not run in a multiversion setup.
      This restriction should be removed once the changes from SERVER-134795 and SERVER-135365 are backported to 9.0.

      We should also re-enable all change streams multiversion tests that are currently excluded because of this ticket (SERVER-134853).
