We have had cases where transition to dedicated was hanging because balancer was off, but it wasn't clear to the customer/TSEs that this was the case.

We should consider adding a warning before transitioning to dedicated if the balancer is on. We should also consider emitting metrics so that we can be alerted and build dashboards if a customer starts transition to dedicated without the balancer on.

This is an action item that came out of the wix postmortem, where
