      Revert of the v9.0 backport of SERVER-128583 on the v9.0-staging branch.

      Reverts v9.0 commit b9a63a718bc671347041fffac1d0ea3aa213114c ("SERVER-125983: Fix flaky test by disabling initialSyncWaitForSyncSourceLastStableRecoveryTs (#55458)").

      This mirrors the revert already landed on master as PR #61048 (60c21158bb3d). The initialSyncWaitForSyncSourceLastStableRecoveryTs parameter was introduced by SERVER-125964, which has been backed out of master, so disabling it in resync_majority_member.js is no longer applicable.

      Ticket reference correction: the original commit and PR title reference SERVER-125983, but that key belongs to an unrelated Log Server issue ("Call into CMS when retrying and backing off calls to Log Server"). The actual ticket for this change is SERVER-128583, whose description matches the commit body verbatim. This ticket is filed against SERVER-128583.
