Add a snapshot-style test to detect $queryStats output changes and file downstream DPIPE tickets

      Adding new fields to the $queryStats output requires a downstream DPIPE ticket, but today this relies on engineers remembering to check the Downstream Impact Questions table when closing SERVER tickets, and changes can slip through. Add a snapshot-style test that fails when the $queryStats output shape changes and either auto-files the downstream JIRA ticket or instructs the author to file one.
