Once we bump the binary and FCV from "9.x" to "10.0", MongoDB will for the first time have a major versions with two digits instead of one.

In at least one place (releases.tpl.h - used e.g. for serverStatus reporting and IFR flags) we are assuming the major version only has one digit, so it will break once the version becomes "10.0".

This ticket should fix that site, and verify any other sites are covered as well.
