Add a github owner for check_orphans_are_deleted_helpers.js

      PR 62959 made a small refactor to check_orphans_are_deleted_helpers.js and it was noticed that this file does not currently have a team owner, so it has to get approved by 10gen/mongo-default-approvers, which isn't ideal.

      This file should have an owner added for it, but one nuance is that we should make a new "Cluster Scalability" team folder, so that future changes don't require root ownership approval.
