Add the PSAME metrics to serverStatus, plus log messages to mongod.log where applicable (this ticket also covers the former logging ticket SERVER-135423).

Metrics under persistentStats.PSAME:

• queueDepth: gauge, size of the queue at any point in time
• erroredTasks: counter, tasks that failed
• succeededTasks: counter, tasks that executed successfully
• rejectedTasksDuplicated: counter, tasks rejected as duplicates
• taskDurationSecs: histogram, task duration in seconds
• tasks.<persist|refresh|delete|sweep>: the same four metrics (erroredTasks, succeededTasks, rejectedTasksDuplicated, taskDurationSecs) per task type

Statistic-specific metrics (e.g. documents in a sample) are out of scope: they belong to each stats manager.
